The customs office sat off the dock road, a low brick place with salt on the windows. Eleanor stood at the counter while a clerk with round spectacles leaned over the ledger books, his finger leaving a dark smear as it moved down the page.

“Shipment from San Miguel Valley,” Eleanor said. “Six weeks back. Relief grain and medicine.”

The clerk adjusted his glasses and found the line. Then another. Then he paused and turned the book around.

There it was, plain as fence posts. Flour, seed potatoes, grain, tinctures, blankets, harness tack. Civilian seal. Received under military transfer order and routed to station reserve.

Eleanor’s jaw worked once.

“Who signed for it?”

The clerk tapped the name with one blunt nail. “Colonel Nathaniel Whitmore. And two supply officers under him.”

She stared at the wet ink. “Then it never reached the valley.”

The clerk gave a small, helpless shrug. “No, ma’am. Not by this record.”

She took the ledger copy he offered and folded it into her coat. Outside, gulls wheeled over the bay and the wind off the water carried coal smoke from the pier.

By the time she reached home, Samuel was on the porch step, cane braced against his knee.

“Well?” he asked.

She held up the paper. “He took it.”

Samuel looked at the name once, then at the road beyond the yard, where the dry creek bed cut pale through the stones.

“Then he’s going to have to answer for it,” he said.

Eleanor kept her eyes on the creek. “If he doesn’t, thirty households don’t make winter.”

Samuel’s mouth tightened. He started to rise, then stopped and handed her the brass tube.

“Take it,” he said. “And don’t be brave in the dumb way.”

She closed her hand around the sleeve and headed for the door, already thinking of the ship in Harbor Point and what had to be inside it.
