Jamal came around the side gate with his phone up and saw the cutters first.

Linda Mercer stood on his lawn in a white blouse that looked too hot for June, feet planted over the emerald-green telecom box set into the grass. The red bolt cutters hung open in her hands, the jaws aimed at the black fiber drop running into the housing.

He stopped three paces back.

“Step away from my utility box.”

She looked over her shoulder, blinking fast. “This is an association matter. Your line is in violation of the easement rules.”

“It’s municipal property.”

“It’s subject to community enforcement,” she said, and lifted the cutters a little higher like that settled it.

Jamal held the phone in both hands, already on camera, already recording her face, the tool, the cable. He tapped speaker and called 911 without lowering the frame.

“911, what’s your emergency?” the dispatcher said.

He kept his voice flat. “I’ve got a woman on my lawn with bolt cutters at my telecom line. 188 Willow Crest Drive. I need an officer here now.”

Linda turned square to him. “If you keep filming, I’ll assess fines. Daily fines. And if the board has to place a lien, that’s on you.”

Jamal did not move. “Back up.”

“I’m president of this association. I can enforce the covenants. I can foreclose if necessary.”

He kept the lens on her hands.

“Do not touch that cable.”

Her mouth tightened. “You people think rules don’t apply because you say the word public.”

“It’s not your cable.”

“It is within the right-of-way,” she snapped. “And the board has authority over every square inch of this subdivision.”

The dispatcher was still on the line, asking for the exact location, and Jamal answered without looking away from Linda. Heat shimmered off the asphalt at the curb. Somewhere down Maple Lane, a dog barked once and quit.

Linda shifted her grip on the cutters. The red handles flexed in her white-knuckled hands.

“You put that phone away,” she said. “Now.”

“No.”

She took one step toward the box.

Jamal raised his voice just enough to carry. “Stay off it.”

For a second she only blinked, rapid and hard, like she was trying to clear a speck from her eye. Then the bolt cutters opened wider with a metallic click.
